Donnie Ray Kelley, age 47, of Waterloo, Alabama, was arrested on Thursday, November 12th on two capiases issued by the Wayne County Grand Jury. Kelley was indicted by the Grand Jury on one count of sale of meth over 5 grams and one count of failure to appear. He was arrested and is being held in the Wayne County Jail with no bond.
