Richard Neal Heard, age 61, of Collinwood was arrested on Wednesday, January 22nd on charges of manufacture/delivery/sale/possession of methamphetamine and unlawful drug paraphernalia. The arrest came after Officer Nicholas Horton of the Collinwood Police Department performed a traffic stop on the vehicle driven by Heard for swapped license plates. Officer Horton allegedly observed Heard drop something out of the driver’s side window of the vehicle, which turned out to be a clear plastic baggie containing approximately 3.48 grams of methamphetamine. Heard also allegedly admitted to Officer Horton that he had a meth pipe underneath the driver’s seat. Heard was arrested and booked into the Wayne County Jail on $85,000.00 bond.
