The Waynesboro City Commission met in regular session on Monday, December 9th, 2019 at City Hall in Waynesboro. All commissioners were in attendance, including Mayor Jeff Howell, Vice Mayor Charlie Mosley, Commissioner Chris Bevis, Commissioner Jeff Davis, and Commissioner Tony Creasy. City Manager John Hickman, City Attorney Josh Polk, and City Recorder Paige Jackson were in attendance as well.
Mayor Howell called the meeting to order, and Commissioner Davis offered the invocation.
Vice Mayor Mosley first made a motion to approve the minutes from the previous meeting. Commissioner Davis seconded the motion, and the minutes were approved.
City Manager Hickman distributed monthly investment statements and cash collateral statements to the commissioners for their review, emphasizing that the city remains in good financial condition.
He then told the commission that the city’s Christmas float won first place in the annual Waynesboro Rotary Christmas Parade held on December 7th. The winning float is now on display next to the gazebo on the square.
The commission then verbally agreed that the next meeting, which was scheduled for Monday, December 23rd, would be rescheduled to Monday, January 13th, 2020.
City Manager Hickman told the commission that the city street paving projects had been completed, and the base has been put down for the handicapped parking area at the Sportsplex. The asphalt should be put down soon, and the Sportsplex paving project is expected to be completed before Christmas. Hickman went on to say that this would complete two of the three phases of the grant-funded project at the Sportsplex, with the lighting phase remaining the final part of the project to be finished.
Mayor Howell asked if stripes would be painted on the recently paved streets, and City Manager Hickman confirmed that they would. Commissioner Creasy inquired as to which streets were paved, and Hickman said that the streets that were paved were Lloyd Street, J.V. Mangubat Drive, Fairlane Drive, and Herbert Gallian Drive. These streets had been previously identified as being the most in need of paving work. As the commission had previously discussed, the street paving project began with the city streets that were in the worst shape, and the paving was stopped when the allotted funds in the budget were depleted. City Manager Hickman said that there are still allotted funds in the budget for the Pavement Restoration company to come and patch potholes and make minor repairs in the spring of 2020.
Mayor Howell inquired about the previously mentioned school traffic issues on Lloyd Street, and City Manager Hickman said that there had been no recent calls concerning that issue. He said that South Central Human Resource Agency has expressed that they want to move the Head Start program out of the portable classroom on Lloyd Street at some point in the future, which should further alleviate traffic problems in the area.
City Manager Hickman said that since the street paving project was completed, he has received calls from Hall Medical Clinic, Waynesboro Health & Rehab, and the hospital expressing their appreciation for the street repairs.
Under open items on the agenda, Commissioner Creasy mentioned a residence on Highway 99 that needs cleanup. City Manager Hickman said that a letter has already been sent to the homeowner.
Commissioner Davis said that in his opinion, more money needs to be allotted to street paving projects in the 2020-2021 budget.
Vice Mayor Mosley said that he had received a call regarding the intersection of Mink Branch Acres Drive and Warren Drive. A tree has apparently fallen recently near the intersection, and although most of the tree has been removed, there are still limbs hanging in a hazardous way at the intersection. City Manager Hickman said he would send someone to check it out.
With no further business to come before the commission, Commissioner Creasy made a motion to adjourn. Commissioner Bevis seconded the motion, and the meeting was adjourned.
