Notice is hereby given that on February 2 of 2026 Letters Testamentary (or of Administration as the case may be) in respect of the estate of Billy Dan Gray, who died 12/27/2025, were issued to the undersigned by the Wayne County Chancery Court of Wayne County, Tennessee. All persons, resident and non-resident, having claims, matured or unmatured, against the estate are required to file the same with the Clerk of the above named Court on or before the earlier of the dates prescribed in (1) or (2) otherwise their claims will be forever barred:

NOTICE OF FORECLOSURE SALE

Default having occurred under that Deed of Trust dated November 1, 2024, and recorded in Record Book No. 283, page 352, Register’s Office of Wayne County, Tennessee, executed by Derek Pulley and wife, Jodi Pulley, to Joshua H. Polk, Trustee, securing a certain promissory note made payable to the Wayne County Bank. Said note provided for the payment of all costs and expenses of executing the aforesaid Trust and other costs of collection; and,

WHEREAS, default has been made under the aforesaid Deed of Trust and under the note secured by the same more than thirty (30) days, and the said Wayne County Bank, the owner and holder of said note has ordered the foreclosure by the said Joshua H. Polk, Trustee, of the Deed of Trust, executed to secure the same.

PUBLIC NOTICE – REQUEST FOR BIDS

Tree & Limb Removal Services

Buffalo River Services, Inc. is accepting sealed bids from insured tree service contractors for tree trimming, limb removal, and debris cleanup at multiple residential locations in Wayne and Lewis Counties resulting from storm damage.

Scope of Work (single combined bid for all sites):

Wayne County:

• Castleman Street #1 – Removal of remaining tree limb on or near a power line (TVEC has been contacted); removal of remaining limbs and debris.

• Oran Lane – Removal of fallen pine tree behind house (no structural damage) and removal of limbs in front yard.

• South High Street – Removal of tree limb beside carport.

• Taylor Street – Removal of tree limbs from driveway area and backyard (no damage to house).

• Lewis County

• West Main St. – Removal of broken limbs behind house and trimming back of multiple trees.

All work shall include cutting, removal, and proper disposal of all debris. Contractor must provide proof of insurance. Bids must be submitted as one total price covering all locations; individual site bids will not be accepted.

NOTICE OF PUBLIC REVIEW

FY 2026 – 2029 Statewide Transportation

Improvement Program (STIP)

The State of Tennessee has opened the public comment period for the Fiscal

Years 2026 –2029 Statewide Transportation Improvement Program (STIP). The

draft STIP is now available for public review on the TDOT website, and printed

copies have been distributed to TDOT Regional Offices as of February 9, 2026.

The STIP is a federally required planning document that programs transportation

projects statewide and enables the use of federal transportation funds in

Tennessee. These funds support projects included in Tennessee’s 10-Year

Project Plan, which is updated annually as part of the state budget process. When

new projects are added to the 10-Year Plan, the STIP is amended accordingly

to ensure alignment between state priorities and federally funded investments.

The FY 2026 – 2029 STIP outlines proposed transportation investments across

Tennessee over the next four years. Tennesseans are encouraged to review the

proposed updates and provide feedback during the public comment period.

Written comments will be accepted through March 16, 2026. All comments

received during the public comment period will be reviewed and considered

before the STIP is finalized and submitted for federal approval.

Members of the public may review the draft STIP and speak with TDOT staff

at the following regional locations:

• Region 1:
