The Waynesboro City Commission met in their first regular session of the new year on Monday, January 13th, 2020 at City Hall in Waynesboro. All commissioners were in attendance, including Mayor Jeff Howell, Vice Mayor Charlie Mosley, Commissioner Chris Bevis, Commissioner Jeff Davis, and Commissioner Tony Creasy. City Manager John Hickman, City Attorney Josh Polk, and City Recorder Paige Jackson were in attendance as well.
Mayor Howell called the meeting to order and offered the invocation.
Commissioner Davis made a motion to approve the minutes from the previous meeting. Commissioner Creasy seconded the motion, and the minutes were approved.
City Manager Hickman distributed monthly investment statements and cash collateral statements to the commissioners for their review. He then went over various grants and grant projects that the city has applied for, including:
-a TML 50/50 match grant that has been awarded and will be used for installing more cameras at city facilities;
-the LPRF grant that is being used for handicapped accessibility and soccer field lighting at the Sportsplex – the dirt work has been done on the handicapped parking area, and the asphalt will be put down when the weather allows;
-finalization of plans is underway with the engineering company for the water line extension grant, and the city plans to apply for a USDA grant to fund the city’s $238,000 match amount;
-plans to apply for a Community Facilities 80/20 match grant that could be used for fire trucks, emergency vehicles, emergency equipment, etc.;
-a 100% grant offered by the U.S. Department of Justice that would provide funding for a police officer for 2-3 years.
The first item of new business on the agenda was the approval of surplus items for sale. City Manager Hickman listed several items to be declared as surplus, including old printers, telephones, and several abandoned vehicles. Commissioner Bevis made a motion to approve the items as surplus. Commissioner Davis seconded the motion, and the surplus items were unanimously approved.
The other item of new business on the agenda was the first reading of the election ordinance. The ordinance states that the city election will be held on Thursday, August 6, 2020. Commissioner Creasy made a motion to approve the first reading of the ordinance, and Commissioner Bevis seconded the motion. The first reading of the election ordinance was unanimously approved.
Under open items on the agenda, Commissioner Davis mentioned an awning that looks like it is about to fall on the back street behind Emeralds Restaurant. City Manager Hickman said that the owner of the building where the awning is located has said that he has already ordered parts to repair the awning.
Commissioner Creasy mentioned a property on High Street that needs to be cleaned up, and Mayor Howell mentioned one on Woodtown Street. City Manager Hickman said that letters would be sent to the property owners.
Vice Mayor Mosley said that the RV parking area at City Park needs some gravel. He also mentioned the area at the Sportsplex that was originally supposed to house a pitching machine, and after a brief discussion, the commissioners agreed that it would be a good place to level out and put some picnic tables.
With no further business to come before the commission, Commissioner Creasy made a motion to adjourn. Commissioner Davis seconded the motion, and the meeting was adjourned.
