The Waynesboro City Commission met in regular session on Monday, March 13, 2023 at City Hall in Waynesboro. All commissioners were in attendance, including Mayor Jeff Davis, Vice Mayor Lynn Warren, Commissioner Chris Bevis, Commissioner Jeff Howell, and Commissioner Tony Creasy. Also in attendance were City Manager John Hickman and City Recorder Paige Jackson.

Mayor Davis called the meeting to order, and Vice Mayor Warren offered the invocation.

First on the agenda was approval of the minutes from the previous commission meeting. Commissioner Creasy made a motion to approve, and Commissioner Howell seconded. The minutes were unanimously approved.

Surplus items were first on the agenda under new business. City Manager Hickman presented one vehicle to be declared as surplus and sold on govdeals.com, a 2005 Chrysler SUV that had been impounded for quite some time and not claimed. Commissioner Bevis made a motion to declare the vehicle as surplus, and Vice Mayor Warren seconded. The motion carried unanimously.

The other item of new business on the agenda was a resolution to apply for a CDBG grant to be used for paving projects in the city. The total amount of the grant is $561,114.28, with the city match portion being $56,114.28, or 10%. Commissioner Howell made a motion to approve the resolution to apply for the grant. Vice Mayor Warren seconded the motion, and it carried unanimously.

Under open items on the agenda, Commissioner Creasy asked about the progress of the concrete pad in front of Stage 64 at the City Park. City Manager Hickman confirmed that the plan was still in place to complete the pad. Commissioner Creasy also commented that Anderson Street is in need of pavement repairs, and City Manager Hickman said that it could be put on the list for repairs when the Pavement Restoration company comes back to town.

Commissioner Howell said that in the future, it wouldn’t be a bad idea to put up a new net at the tennis court located at City Park. He also went on to ask how the commission felt about reinstating a Parks and Recreation Board, and the commissioners agreed that it would be worth re-establishing if enough people showed interest. City Manager Hickman said that a Parks and Rec Board would need to be made up of five members, one of whom would be a City Commissioner.

Mayor Davis said that he had heard complaints about the box that holds the practice schedule for the ballfield at City Park being torn up. City Manager Hickman said that he would get a price on a new, more durable box. Mayor Davis also commented that the handicapped parking needs to be improved at the Sportsplex.

With no further business to come before the commission, Commissioner Bevis made a motion to adjourn. Commissioner Howell seconded, and the meeting was adjourned.
