The Waynesboro City Commission met in regular session on Monday, July 27th, 2020 at City Hall in Waynesboro. All commissioners were present, including Mayor Jeff Howell, Vice Mayor Charlie Mosley, Commissioner Chris Bevis, Commissioner Jeff Davis, and Commissioner Tony Creasy. Also in attendance were City Manager John Hickman and City Recorder Paige Jackson.
Mayor Howell called the meeting to order, and Vice Mayor Mosley offered the invocation.
Vice Mayor Mosley made a motion to approve the minutes from the previous meeting. The motion was seconded by Commissioner Davis, and the minutes were unanimously approved.
City Manager Hickman then distributed the monthly cash collateral statements and investment reports for the commissioners’ review.
The first item of business on the agenda was the first reading of the 2020-2021 Budget Ordinance. City Manager Hickman pointed out that the budget includes $5,113,100 in anticipated revenue, and $4,800,000 in anticipated expenditures. Commissioner Bevis made a motion to approve the first reading of the budget ordinance. Vice Mayor Mosley seconded the motion, and the first reading of the 2020-2021 Budget Ordinance was unanimously approved.
Next was the first reading of the 2020-2021 Budget Appropriations Ordinance. This ordinance breaks down how the funds in the budget will be divided among all city departments. Commissioner Davis made a motion to approve the first reading of the ordinance, and Vice Mayor Mosley seconded the motion. The first reading of the 2020-2021 Budget Appropriations Ordinance was unanimously approved.
The next item of business was the USDA Community Facilities Vehicle Grant Resolution. This is an 80/20 grant which will fund the purchase of two vehicles. Commissioner Creasy made a motion to approve the grant application and pay the match amount. Commissioner Bevis seconded the motion, and it was passed unanimously.
The final item of business on the agenda was surplus items for approval. City Manager Hickman presented a 2005 Dodge Stratus for approval as surplus and to be sold on govdeals.com. Vice Mayor Mosley made a motion to approve, and Commissioner Davis seconded the motion. The vehicle was unanimously approved to be declared as surplus.
Under open items on the agenda, Vice Mayor Mosley said that the bleachers at the ballfield at City Park need to be replaced. He showed the commissioners photos of the bleachers so that they could see their poor condition. He also said that the fencing at the ballpark is curling up at the bottom, and the old boards from the bleachers could possibly be put up and painted at the bottom of the fencing.
Commissioner Bevis said that his only comment at this time is that the city budget looks much better than the county budget.
Commissioner Creasy then inquired about the bricks that have fallen off the helipad at the hospital. City Manager Hickman said that he wasn’t sure what happened, perhaps strong winds had dislodged the bricks, and he had noticed it, too. However, the helipad belongs to the county, not the city. Commissioner Creasy then stated that there is a broken tile that needs to be repaired on Anderson Street.
Commissioner Davis commented that this year’s budget looks good, and is better than last year’s budget.
Mayor Howell and Vice Mayor Mosley both commented that the Tractor Supply Company seems to be doing very well, and that they are a major asset to the city.
Mayor Howell said that he had received a complaint from a resident on Morrow Street about a large tree that is down in a neighbor’s yard.
City Manager Hickman informed the commission that Highway 13 S/Main Street had been mowed and weedeating done, along with the Waynedale area and up Main Street all the way to the square. The inmate crew is now mowing and weedeating on Highway 64 West.
Commissioner Creasy then said that he had noticed a light out on the inside of the square. City Manager Hickman said that there have been problems with the power to all the light poles around the courthouse. Vice Mayor Mosley commented that the city really needs to get the electrical problems solved on the square so that more Christmas lights can be put up during the holidays.
With no further business to come before the commission, Commissioner Creasy made a motion to adjourn. Vice Mayor Mosley seconded the motion, and the meeting was adjourned.
