Collinwood City Commission Passes New Property Cleanup Ordinance

   The Collinwood City Commission met in regular session on Monday, February 8th, 2021 at 7:00 p.m. in the conference/courtroom of Collinwood City Hall.

   The meeting was called to order by Mayor Glenn Brown. All commissioners were in attendance, including Vice Mayor Danny Sandusky, Commissioner Jeremiah Stults, Commissioner Debie Pigg, and Commissioner Butch Kephart. City Manager Gary Victory and City Recorder Cindy Kephart were in attendance as well.

   A moment of silence was observed, followed by the Pledge of Allegiance.

   First was approval of the agenda. A motion was made by Commissioner Pigg and seconded by Vice Mayor Sandusky to approve the agenda as presented, and the motion carried.

   The next item on the agenda was the approval of the minutes from the regular meeting held on December 14th, 2020. Commissioner Stults made a motion and Commissioner Kephart seconded to approve the minutes, and they were unanimously approved.

   Department reports from December 2020 and January 2021 were distributed to the commissioners for their review. A brief discussion of some items on the Utility Department reports followed, including the septic system behind the Longgreen building, Mrs. Hudgins’ water line, a broken hydrant at the recreation campsite, and the road to the water plant.

   Next was the second reading of the Property Cleanup ordinance. The new ordinance states in part that no trash, litter, brush, etc. will be allowed on residential property in the city that could endanger the health of citizens or cause an extremely negative appearance. Violators of the ordinance may be cited by the city, and if the property is not brought into compliance, the city will have the right to place a lien on the property. Vice Mayor Sandusky made a motion to approve the second reading of the ordinance. Commissioner Stults seconded the motion, and the second reading of the Property Cleanup ordinance was approved unanimously.

   City Manager Victory next gave an update on the CDBG grant, stating that he had recently met with engineers regarding the 2-inch meters, AMRs, zone meters, and calibrating a meter already located at the water plant to be put into use.

   Next under new business, City Manager Victory gave the commission an update on the water/wastewater rate study. He said that he recently signed a contract with TAUD to do the rate study as discussed in previous meetings. TAUD will do the rate study at no cost other than travel, and the study should be completed by April 1st, 2021.

   The monthly Wayne County Welcome Center report was next on the agenda. No report was available for January 2021 due to the Welcome Center being closed due to COVID. Welcome Center Director John Allen Berry sent a message to the commission that he does not currently know when the Welcome Center will be able to reopen.

   Several items were brought up during “other” on the agenda. Items discussed were:

-Dixie Youth fields.

-Collinwood Downtown 50/50 grant.

-The future of the Collinwood Pool and the cost of maintenance needed due to the pool being closed for two years.

-County water lines were discussed, with City Manager Victory informing the commission that he believed the county’s offer had increased.

-The Carvle Bevis Education Center was discussed, with City Manager Victory saying that one classroom has been furnished, and that TVs and stronger locks need to be installed.

-Names were discussed for new members on the Collinwood Industrial Board.

   With no further business to come before the commission, Vice Mayor Sandusky made a motion to adjourn. Commissioner Pigg seconded the motion, and the meeting was adjourned.
