The Collinwood City Commission met in regular session on Monday, August 10th, 2020 at 7:00 p.m. in the conference/courtroom of Collinwood City Hall.
The meeting was called to order by Mayor Glenn Brown. All commissioners were in attendance, including Vice Mayor Danny Sandusky, Commissioner Jeremiah Stults, Commissioner Debie Pigg, and Commissioner Butch Kephart. City Manager Gary Victory and City Recorder Cindy Kephart were in attendance as well.
Mayor Brown called the meeting to order, and the invocation was offered by Commissioner Stults. The Pledge of Allegiance was recited by all.
First was approval of the agenda. A motion was made by Commissioner Pigg and seconded by Commissioner Kephart to approve the agenda as presented, and the motion carried.
The next item on the agenda was the approval of the minutes from the regular meeting held on July 13th, 2020. Vice Mayor Sandusky made a motion and Commissioner Stults seconded to approve the minutes, and they were unanimously approved.
Department reports were distributed to the commissioners for their review. Mayor Brown inquired about the leaks listed on the water department report, and Utilities Director Ricky Bratton stated that of the 13 leaks reported, two were the homeowners’ responsibilities.
Next was an update on the C-Wood Lumber Company project. City Manager Victory reported that the contractor was set to start milling the asphalt down for the project on Thursday, August 13th.
City Manager Victory then gave an update on the Tourism Grant that was applied for, and if granted, would have funded a new HVAC unit at the recreation building. Victory said that the grant was not awarded to Collinwood this year due to a large number of applicants, but he plans to re-apply next year.
Next on the agenda was the tax anticipation/interfund loan/report on debt obligation. City Recorder Kephart explained that the state requires a report to be in the minutes that explains how the Safe Routes to School grant match was paid out of three different city funds in the budget.
City Manager Victory next informed the commission that his contact from the State Comptroller’s office had recently informed him that the city’s water fund and sewer fund are considered distressed, and a questionnaire will have to be completed and sent back to the state that will probably result in a rate study. The city manager explained that the reason the funds were being considered as “distressed” this year is because lots of money had gone out within a short period of time for repairs, which was not reciprocated by incoming revenue.
Next, Mayor Brown presented the Wayne County Welcome Center report for the month of July, 2020. There were visitors from 26 states, and two from Italy. Volunteer of the Month was Jasper Brewer.
Mayor Brown reminded everyone that the annual tractor pull is coming up on August 28th and 29th, and Old Timers’ Day will be on September 5th. City Manager Victory said that several boxes of masks and hand sanitizer have been purchased to use at both events. He also said that cleanup following the tractor pull will have to be hired out this year, and he will take care of getting that done.
City Manager Victory went on to mention a few more items, including:
-Music in the Park is Saturday, August 15th with Faithful Friends and The Caltons;
-the paperwork has been completed for the Local Support Grant;
-the cameras have been ordered for the Bevis Education Center and Ralph Hughes Park, and should be installed by the weekend;
-gutters have been put back up on the Bevis Education Center, but the rotten fascia boards need to be replaced so the gutters won’t keep falling down;
-a new pump has been installed at the well behind the school.
With no further business to come before the commission, Vice Mayor Sandusky made a motion to adjourn. Commissioner Pigg seconded the motion, and the meeting was adjourned.
