City of Clifton to Participate in Tennessee Main Streets Program

   The Clifton City Commission met in regular session on Monday, December 14th, 2020. Commissioners in attendance were Mayor Mark Staggs, Vice Mayor Eva Ruth Warren, Commissioner Layton Packwood, and Commissioner Randy Burns. Also in attendance were City Manager Doug Kibbey and City Attorney Michael Hinson. Commissioner Bill Willoughby was absent.

   Mayor Staggs called the meeting to order. The invocation was offered by Commissioner Burns, and the Pledge of Allegiance was recited by all.

   A motion was made by Vice Mayor Warren to approve the minutes of the previous meeting. The motion was seconded by Commissioner Burns, and the minutes were unanimously approved.

   New business from the audience was next on the agenda. Ms. Stacey Huntingford reported that the Stroll Through Christmas event was successful, and $488 was raised for the Angel Tree project.

   Under old business, Public Works Director Austin Clark said that “Children at Play” signs have been installed on Cypress Street, and new school zone signs have also been installed. There are still crosswalk signs to be installed. City Manager Kibbey reminded Clark that two handicapped parking spots need to be striped at the library.

   At the previous meeting, the commission voted to commit to the Tennessee Main Streets program. City Manager Kibbey told the commission that a resolution would need to be passed and submitted to the state in order to participate in the program. Commissioner Burns made a motion to approve the resolution authorizing the City of Clifton to participate in the Tennessee Main Streets program, and to appoint a Program Director to carry out all aspects of the program. The motion was seconded by Mayor Staggs, and carried unanimously.

   There was no new business on the agenda.

   Department reports were next. Police Chief Jerroll Henderson reported that several officers had been off work recently, and said that Sgt. Timmy Harris had done a great job with scheduling officers’ time off. He went on to say that there had been a slight problem with parking during the Stroll Through Christmas event, and that parking issues should be considered for any upcoming events.

   Parks Director Eddie Simmons reported that he had been doing odds and ends at the parks on cold, wet days, and working on the ballfields on pretty days. There was more discussion about the need for repairs to the walking trail, and the commission decided that the Utility Department should do the repair work using concrete.

   Commissioner Burns asked City Manager Kibbey if he had any information on the house on Morris Avenue that is in need of repair. Kibbey said that the house sold on November 30th, and the new owner has plans to tear down the house and sell the lot.

   City Manager Kibbey informed the commission that City Recorder Barbara Culp was not in attendance at the meeting due to her recent cataract surgery.

   The city manager then told the commission that Donnie Warren had done some work at the Praxis Company to help alleviate the mosquito problem. He went on to say that Mr. Fred Gillham owns some property that also has a mosquito problem, and a pump has been ordered that will keep the water removed from the area where the problem is.

   Mayor Staggs said that there is still a stray dog problem in the city, and he plans to try to catch some of the strays with a live trap.

   City Manager Kibbey was asked about the status of the proposed mural, and he explained that he is not over the mural project. He said that Wayne County Chamber of Commerce Director Christine Chapman is the person to contact regarding the mural.

   With no further business to come before the commission, the meeting was adjourned.
