The Waynesboro City Commission met in regular session on Tuesday, November 12th, 2019 at City Hall in Waynesboro. Commissioners in attendance included Mayor Jeff Howell, Commissioner Chris Bevis, Commissioner Jeff Davis, and Commissioner Tony Creasy. City Manager John Hickman, City Attorney Josh Polk, and City Recorder Paige Jackson were in attendance as well. Vice Mayor Charlie Mosley was absent.
Mayor Howell called the meeting to order, and Commissioner Creasy offered the invocation.
Commissioner Bevis first made a motion to approve the minutes from the previous meeting. Commissioner Davis seconded the motion, and the minutes were approved.
City Manager Hickman distributed monthly investment statements and cash collateral statements to the commissioners for their review. He then told the commission that he would be meeting with TVEC officials at the Sportsplex on Friday to discuss the specs for the lights that are to be installed at the soccer field.
The first item of new business on the agenda was the Sportsplex paving bid award. City Manager Hickman presented the only bid received for the Sportsplex paving project, which was from Rogers Group in the amount of $51,882.00. He stated that he felt the bid was fair for the project. Commissioner Davis made a motion to accept the bid, and Commissioner Creasy seconded the motion. The bid was unanimously accepted.
City Manager Hickman then presented the bid received from Rogers Group for necessary city street paving projects, including paving on Lloyd Street, J.V. Mangubat Drive, and Fairlane Drive. The bid submitted by Rogers Group was for $109 per ton of material. Hickman said that the cutoff amount purchased would be 250 tons, and the paving would be completed on the above mentioned streets based on the most urgently needed paving repairs being done first. Commissioner Creasy made a motion to accept the bid from Rogers Group on the street paving. Commissioner Bevis seconded the motion, and the bid was unanimously accepted.
The other item of new business on the agenda was the request for two new city water taps, one at 1319 Savannah Highway and one at 1576 Old Highway 64. City Manager Hickman confirmed that all necessary fees had been paid by the customers for the water taps. Commissioner Bevis made a motion to approve the taps, and Commissioner Davis seconded the motion. The water taps were approved unanimously.
City Manager Hickman next recognized some Wayne County High School students in the audience that were in attendance as part of a project for their Government class.
Under open items on the agenda, Commissioner Davis inquired if the weather would be impeding the water line project near Piggly Wiggly, and City Manager Hickman said that rain and muddy conditions could slow the project down a bit.
Commissioner Creasy told the commission that he had received more complaints about some dogs running loose in the Barlow area that were tearing into people’s garbage.
Mayor Howell said that a resident on South High Street had complained about a tile that needs to be cleaned out. The resident said that heavy rains cause their basement to flood due to debris blocking the tile.
Commissioner Bevis told the commission that he had received complaints about Walker Street being too narrow, with residents stating that there is not enough room for two vehicles to meet and pass one another, especially if one of the vehicles is a school bus. The commission briefly discussed the possibility of declaring Walker Street a one-way street as a way to solve the problem.
With no further business to come before the commission, Commissioner Creasy made a motion to adjourn. Commissioner Bevis seconded the motion, and the meeting was adjourned.
